What You'll Do

Summary/Objective:

The Compliance Assistant Manager is responsible for assisting with the management of DCU's Compliance department, and with the development and management of DCU's Compliance Program and Compliance Management System. Responsible for overseeing a team of Compliance Officers and helping to ensure that DCU is in compliance with all applicable laws and regulations. Responsible for identifying possible areas of exposure to prevent violations of a law, rule or regulation and provide regulatory guidance, along with strategizing with business units to ensure DCU's compliance.

  • Maintain a solid understanding of laws and regulations related to consumer banking compliance (such as the Consumer Financial Protection Act (Title X of Dodd-Frank), Electronic Fund Transfer Act (Regulation E), Truth in Savings Act, Equal Credit Opportunity Act (Regulation B), Fair Credit Reporting Act (Regulation V), Truth in Lending (Regulation Z), Real Estate Settlement Procedures Act (Regulation X), Home Mortgage Disclosure Act (Regulation C), SCRA/MLA, Expedited Funds Availability Act (Regulation CC), Fair Debt Collection Practices Act, and others).
  • Assign work and delegate responsibilities to Compliance Officers and monitor progress to ensure department goals are met and high-quality service is maintained. Cultivate strong working relationships and build trust among Compliance team members and representatives of the business areas. Facilitates cooperation and teamwork between team members, Senior Compliance Officers, Compliance Officers, and Compliance Specialists to smoothly coordinate compliance reviews, policy drafting and reviews, and project work.
  • Manage Compliance Officers working on various aspects of complaint management, marketing compliance, and first line compliance monitoring support. Assist in managing the credit union's member complaint program, including reporting and trending analyses.
  • Assist Compliance Management with establishment of performance goals for the Compliance area and for each staff member, as appropriate. Guides staff in developing action plans to reach stated goals.
  • Assist in preparing Compliance Program reporting for the Executive Level.
  • Participate in examinations and audits, including those conducted by regulators, independent auditors, internal auditors, or any other examination authority assigned to conduct an audit or risk assessment.
  • Assist in conducting Compliance Risk Assessments to ensure risks and controls have been assessed appropriately and controls mitigate compliance risks within DCU. Assist in preparing Executive Level reporting related to Risk Assessments.
  • Assist in developing and maintaining a Second-Line Compliance monitoring and testing program (including an annual Second-Line Compliance Review schedule), assign staff to complete the testing, and reviews the work performed to ensure high quality final product and solid basis for any regulatory findings.
  • Report, review, and interpret changes in federal or state regulations or laws and work with each business unit affected to ensure procedures and processes are updated to comply with new regulatory requirement.
  • Review credit union products and services for compliance concerns. Act as coordinator or participant in projects involving complex regulatory change.
  • Review and recommend new methods and procedures to make daily operations more efficient. Perform considerable short-term planning, scheduling, and coordinating within area of responsibility.
  • Assist Compliance Management with developing and implementing long-term and short-term business objectives. Interpret and implement management policies for area of responsibility.
  • Assist Compliance Management with department budget development, monitoring, and maintenance.
  • Complete all required Bank Secrecy Act related training annually and maintain an ongoing in-depth knowledge of DCU BSA policies and regulatory requirements.
  • Perform other duties as assigned.

Supervisory Responsibility:

This position includes supervision of Compliance Officers and/or Compliance Specialists.

What You'll Need

Education and Experience Requirements:

  • 8 or more years' experience in compliance oversight; or equivalent combination of education and experience.
  • Familiarity with NCUA and CFPB rules and regulations.
  • Strong understanding of both lending- and deposit-related consumer protection laws and regulations that impact financial institutions.
  • Strong verbal and written communication skills and interpersonal skills in order to interact professionally and effectively with members, staff, vendors, and government regulators. Able to communicate policies, practices, and procedures for clarity and understanding by direct reports and other stakeholders.
  • The ideal candidate will have strong management experience in a credit union and/or bank Compliance Program.
  • BA/BS required, JD preferred.
  • Certified Regulatory Compliance Manager (CRCM) certification, Credit Union Compliance Expert (CUCE) designation, or NAFCU Certified Compliance Officer (NCCO) designation required (or willing to obtain).
